I think that it was underrated on the whole. I think that there was some very good stuff, and I thought that there was some good character work (With Plastic Man, for one.). On the whole, I think that it is somewhat underlooked. From what I understand, it got pretty mixed reviews.

I feel Kelly's run was marred by the same thing that took many other JLA writers (and even Avengers writers).

Some writers only want to use one or two of the classic characters and bring in characters either THEY created (Manitou Raven) or characters who have no business being on the team (Major Disaster). I personally found much of his work to be a snooze-fest, unfortunately. I WANTED to like it, but it's almost like KELLY didn't want his work liked, IMO. \:\(
