Perhaps, but for now, Herc's in Brooklyn, which isn't near Hell's Kitchen. Hell's is on the west side of Manhattan, bordering the Hudson River. Herc's across the East River (opposite side of Manhattan), on the west side of Brooklyn. New York isn't really that big, though.
-though a seemingly generic crimebusting effort the intro cuts right to the chase and shows some fine quality action to expect. Also, it does have subtext: Where did he get his cloak and weapons? Will the magic shield get a magical on/off switch installed or will he get something better than draping a loose cloth over it? Who are the Warhawks? Could Herc beat Hawkeye in an archery contest some % of the time [after making a fantastic/cool shot like that]? Who are the Warhawks? Any connection to Warhawk form PM/IF? And of course - Pleeease tell me the stone spell is reversable and Herc didnt KILL them?!!!!!!!!! How did they straighten out the statues for the bodybags?
I hope Herc can beat Clint, but maybe it's his fancy bow and arrows?

For now, it's okay. They're not really dealing with complex things, just introducing us to his weaponry. There are a few nits to pick about the mythology, but this is the Marvel Universe, and some things just aren't the same.
