Moonraker was a member of Force Works who first appeared right around the Avengers: The Crossing storyline started in the summer of 1995. I only picked up the Force Works issues that crossed over with the Crossing. I believe Moonraker is one of the former Zodiac members from a different timeline. I could be wrong, it's been awhile since I read the whole storyline.

The best theory I have heard going around is that Cap will somehow 'fake' his death - thus making the Pro-Regs and Iron Man think the resistance is neutralized, or at least leaderless, and therefore less of a threat.

In an effort to collect evidence against SHIELD and Stark that they can bring to the American public, Cap will disguise himself as Ronin and work with the New Avengers.

I've also heard that Stark may not be wearing the armor anymore after CW - possibly guiding it by remote, or allowing someone else to wear the armor (this is purely speculation based on some interview comments made by Bendis) I suspect that he and Cap will both deal each other some kind of fatal or crippling blow in CW #7.

I know that it was widely believed that Moonraker was Gustav Brandt, Libra from The Zodiac. However, IIRC, in Avengers Forever, Libra denied being Moonraker. I'm not sure if they every followed up on that subplot though. It may have been that Moonraker was a Space Phantom version of Libra. There were Space Phantoms running around everywhere in Avengers Forever.
