She can't expell them. It's not up to her to decide: the other instructors and probably Jesus Rogers have all their word to say. Now if she really don't want them to be trained, all she can do is resign herself from the Avengers Academy (and by the way, kick Jesus Rogers in the ball for letting Wolverine be an Avengers)

She just overreacted and said something stupid.

Her self-righteous ranting would seem a bit more credible if she hadn't spent about six months in Avengers: the Initiative doing do the Hoods goons exactly what her students did to the Hood himself. Fittingly enough, the kids' release of their web video at the same time that Tigra gave that TV interview, is going to make her look even more like a hypocrite.

Tigra is literally part cat, so I'm tempted to say that she was all hormonal about it- she did just give birth after all.

Tigra can't expel anyone, that's done by committee and also in consultation with Steve Rogers and possibly the CSA (who regulated the Thunderbolts).
