Any reason for this? Is it a legal issue, or did thy just not put her on it? Curiously, Agent Brandts voice actor is the same in Avengers and the Spider-Woman motion comic.....I think

If you are referring to the cartoon in general it's probably because of various reasons. She isn't a classic Avengers and the showrunners would have just wanted to focus on the existing cast members or classic Avengers.

If you are referring to the New Avengers episode, I'm guessing it was just because the character isn't as popular to the audience. All of the characters used were either previously seen in the show (Cage and Iron Fist), or popular enough as to not need development for the audience (Wolverine, Spider-Man). If they introduced Spider-Woman in that episode, they would have had to explain who she was, and her appearance wouldn't be serving the story, but just to please a small number of fanboys.

The only Spider-Woman I would have wanted to see is Julia.

Well if the show could only work Spider-man into two episodes than I doubt the little known Spider-Woman ever had a chance.
