Sorry if this has already being discussed when the comic came out but I've just read the story in the collected HC and I just wanted to ask the question, did Captain America send Thor to assassinate the Builder in order to turn the tide of the war in the heroes favour?

Cap mentioned to Gladitor that he sent Thor because he was their 'best negotiator' . Obviously he wasn't implying Thor was the best talker or the guy that could bring about a peaceful settlement and Cap reaction seem to indicate that he expected Thor to kill the builder. So was this Cap's plan?

He sent Thor for the reason, that he was his best warrior and he pretty much knew that negotiations would go south fast. Where it was to kill or just take out of commission is debatable. Because Cap was in "War Mode". Cap knew that he is war again similar to the one he has fought in the 40's. While as a Hero you very rarely see Cap kill. But in war the "rules" are different. Although in Galactic Storm Cap did have issues with killing the Kree Supreme Intelligence during a war.

the Supreme intelligence is a fish in a glass bowl. the builders are active warring participants. I agree with war mode. A world war 2 veteran should have no compunctions killing in a war

And wasn't the Supreme Intelligence killed after the battle was won and he was essentially captured? Even in War Mode a war trial would be expected, not killing.
