Any thoughts who Steve Englehart might have intended members of the Cadre Cartel (besides Nelson Rockefeller) from Avengers #148 to be?

I had for a time wondered if the Cadre Cartel was just Squadron Supreme Earth's version of the Zodiac Cartel, but recalled their logo was a large "C" with a snake entwined around it, which would suggest he was intending to link it to Set.

Which has got me to further wondering whether he intended to link the Cartel and its membership with his planned "Occult History of America" in Dr Strange? That is, recall Stephen and Clea’s meeting with Sir Francis Bacon in 1618? Recall he was part of a league of mystics and scholars dubbed the Order of the Helmet. Did Englehart intend to reveal this Order to be worshippers of the Helmet of Power, later revealed as the Serpent Crown?
