After all these years, has he learned hth techniques, to
rival Batman?

Did toy with Batman, because he may have secretly admired
him?

The chemical altered his appearance, but is Joker still

Joker's fighting skills change over time. Most of the time though Joker has not been depicted as that great of a figure.

Never as far as I know. Although the Joker does consider Batman his equal, most of the Jokers' schemes come from his trying to destroy society and convince the Batman that the world is mad.

This is debatable. The Joker was considered pretty normal yet insane human for many decades, but in recent time some have toyed with the idea that the chemicals haved altered the Joker in some fashion. Several notions of what the chemicals did to the Joker have been hinted at. Such as making the Joker insane, smarter, stronger, and faster than a normal human, but such notions have never been officially confirmed one way or the other.

Oops I meant fighter not figure.

He is an erratic fighter at best, but he has occasionally been shown to have the strength of a madman (surprise, surprise) and his random way of fighting actually makes him harder to predict the moves for Batman.

Not in any sane way. He see's Batman as the only "real" person in the universe other than himself (Robin, Gordon etc are all toys to play with, but aren't "real"). Batman is the only other player on the chessboard

Essentially yes, he's human. "The Last Laugh" crossover had doctors discuss the fact that the Joker's brain was physically deformed past the point of any hope of rehabilitation, and one story had his blood as toxic, but most other stories seem to emphasise the fact that the Joker is as human as anyone, and that makes him scarier IMHO, since making him a pure monster isn't nearly in an easy out, and not nearly as scary as the notion that he's a "normal" guy capable of committing the acts he does.

I dont think so. Joker's unpredictability makes it hard for Batman to guess at what move or weapon the Joker may suddenly bring out, but in terms of hand to hand combat skill? No Batman owns Joker.

I suppose one could argue that there is a sick, sadistic, twisted love/hate feeling towards Batman. Again Joker is purely random so in the end who knows? I doubt even Joker truly knows.

er well.....thats hard to say. Recent stories have hinted that the chemicals have mutated him but nothing is confirmed.

Though I will point out that at the end of Death in the Family story, Joker took a few machine gun rounds to the gut.....and was later shown to be alive albeit recuperating in a bed as he was manipulating Harvey Dent via a special radio. (lonely place of dying)

Taking one slug in the gut and living is one thing...to take several rounds then be left in a crashing helicoptor and still surviving is something else.

Though they say there is healing in laughter.....who knows? Maybe they can argue that the more Joker laughs the more he regenerates....
