(this concerns childhood memories of a villain I remember seeing in an 80-Pg. Giant/Annual reprint collection about 35 years ago, so certain details may be fuzzy...)

From a Batman & Robin story (probably from the 1950s), this villain wore a three-piece suit, and an old-style box-camera on his head -- through the large lens of the camera, his face could be seen, and he had buck-teeth --

Can anybody identify this villain and the issue he appearred in?

The reprint you read it in was Batman 185 (1966). The story itself is called "The Boy Wonder Confesses". The villain is Mr Camera who despite the 35 years since you've read this story, matches your description perfectly. He looks like the Red Hood but with a 1950's box camera on his head in place of the red jar.

The story is about Mr Camera hiding a camera in an alley, Batman and Robin don't notice it until after they've changed their disguises there, and to save their secret identities, they hit upon an elaborate ruse which involves Dick Grayson claiming to be Robin

Could Mr Camera do anything in particular? Did he have camera-motiff weapons? Did he ever appear in any other stories, or did he just join such other "great" Batman villains like the Spinner and become lost in obscurity?

This would be a great character for Grant Morrison to revive in a story filled with Christopher Isherwood quotes.
