Subj: Dark knight Rises speculation

I've been reading the Dark Knight Rises rumors, and they keep coming around to Hugo Strange and a 1991 story called Prey. Somehow this doesn't strike me as a Christopher Nolan type of story. I have no proof of this and it's strictly a gut feeling. I acknowledge my gut can be wrong.
But what does strike me as a Christopher Nolan story that uses Hugo Strange is the Steve Englehardt-Marshall Rogers arc involving Boss Rupert Thorne. He's a "realistic" villain in that his goals have real-life counterparts. (See Chicago, Hudson County New Jersey, Detroit, Las Vegas, I could go on). By defeating Thorne, Gotham gets cleaned up. Since Nolan announced this will be his third movie and his last doing Batman, it makes sense. By cutting off the head of the corruption that rules Gotham, Batman has saved the city. The systen can now operate without the need for an extralegal vigilante.
I know in the comics we will always have Batman, but Nolan has started out to tell a story. He was able to do so by having a end goal in sight. The Rupert Thorne story also has Deadshot, which is the brawn with Thorne as the Brains. Frankly, Hugo Strange, a deranged head-shrinker is too much like Scarecrow in my mind for Nolan. I don't know where Asia fits in, so take this speculation with a huge grain of salt.
Like I said, this is speculation. I have absolutely no secret contacts, evidence or special pipelines into Nolan's plans. This just makes sense to me, and since Thorne hasn't been mentioned the speculation I've seen, I've got dibbs.
If I'm right, I'm a super-genius. If I'm wrong, I'm just one of thousands who have been predicting Hugo Strange, Black Mask, Riddler, etc. So no downside to this guessing on my part.
