How many Marvel Magic users stop/defeat a PS able to actually use his full powers/talents in things magical?
Caviat, neither PS nor Marvel beings know anything about the other, individual battles!

What do we know about Elwood? He's practically impervious to Hellfire and has a Penance Stare.

The guy has basically one modern showing during Day of Vengence, he was Spectre's first target when no one knew Spectre was on a rampage and Spectre was unable to kill him though he won without any long lasting damage to the Spirit of Vengence.

Shazam with loads of prep died to Spectre, Fate with prep's only hope was a pyric victory strategy, Blackbriar Thorn was the only surviving memeber of a cabal of about 50 sorcerers and even he was reduced to a seed and hasn't been seen since. These guys are major magical heavy weights of DC and had far more prep and help than Phantom Stranger had against Spectre

While his power is ambiguous at the very least he is a peer to Loki at apex he could be considered more a peer to Odin though far less direct like a Watcher would be

Strange by himself with considerable prep is capable, POSSIBLY. Without prep, Strange would need help.

Destroyer Armor, presumably occupied by a typical Asgardian or a Midgardian Human, is POSSIBLY powerful enough to get it done. I don't view PS as a Celestial class player, and the Destroyer Armor was meant to challenge Celestials with powerful Asgardian's inhabiting it.

Given the selection of beings below, I'd say any combination of 3 or more that included either Strange or Destroyer should get the job done, excluding Juggernaut, because PS can be very powerful even in his intangible state and Juggy simply has nothing to offer in this battle, IMO, except as being a target, and PS is smart enough to keep himself up in the air out of Juggy's ability to impact.
