I know that this is the Punisher here, is this some kind of future what if, isn't there still a current GR?

Dude! You really have to read Thanos 13-18.
Opinions vary, But I really enjoyed it.
Thanos 13 and 14 are going into a fourth printing.
So there are some excited fans for the Cosmic Ghost Rider series.

No way though that a non IG Thanos shoudl be abnle to beat Galactus, not unless G really starving!

I like it, but I am not a fan of the explanation or how Thanos is doing what he is doing. One shotting Galactus's head off is strange or killing BB to kill a host of Celestials and so on.
I get that he grew in power over time and kept experimenting on himself to make himself more powerful, but still seems strange that the great cosmic powers would be dispatched so easily when Thanos struggled against Odin and Galactus in the past. But here he one shots King Thor and Galactus.
But then Silver Surfer with Mjolnir is able to fight King Thanos, normal Thanos and Maestro before losing. Which makes zero sense to me. So a user of the PC with Mjolnir is more powerful than King Thor with the hammer or the source of the PC?

Like was said, it is in the Thanos series.
A brief version is that Thanos goes to Earth and kills all the heroes. Punisher is left barely alive and says he will do anything to get back at Thanos. Mephisto hears and makes Castle Ghost Rider. This is a little strange but fine (given the different origins of GR it always gets strange, and there is a new Ghost Rider series starring Blaze, a little behind but I imagine Robbie is out there currently too. He beat the Starbrand last I saw).
Anyway, nobody was left alive to avenge and he was alone on Earth for a long time. Galactus shows up bleeding badly asking for help, particularly from Reed Richards. Frank tells Galactus that they are all dead and Galactus returns that everyplace else is not much better. Most of the great empires are dead or almost there. He does not comment on too many of the other cosmics. He escaped Thanos through the SS doing something. Galactus thinks him dead.
Galactus makes Frank his herald and they go off together. The narrations say that they have been doing battle and adventuring for a hundred years or more. They confront Thanos, who kills Galactus with one blast. Thanos then says that he cannot kill GR but GR cannot hurt him either.
Ghost Rider becomes a lacky for Thanos at that point.

Who managed to kill off all of the heros, and wound Galactus so badly? Thanos cannot, apart from having IG/HOU os another artifact!

He should NEVER be shown able to do that, unless he has an artifact like the IG again...
Is this like a future what if series?

Thanos did it.
The story does not do a great job of explaining it but it does say as the years went on he grew in power. Both innately and by continuing experimentation on himself. It is how he got so powerful in the first place and he did not stop.
He killed all of these beings by hand with energy blasts or strength. He tore Iron Man in half literally. And seemed to be fighting most of the heroes on Earth at once.
He kills King Thor with a blast and pretty much does the same thing to Galactus. Wounding him badly in the first encounter.
This is an alternate future and should be taken with a bit of salt. The power levels of the cosmic beings is really underplayed a bit. And it is not consistent. A host of Celestials is destroyed by Black Bolt's death scream.
We even see the bodies of Galactus. Watcher, Infinity, Living Tribunal, Love and Hate in a pile when the Celestials are approaching.
It is an entertaining story but in terms of pwoer it is not making a ton of sense.
Earlier in the series Thanos with his innate powers back was not doing that bad against the PF either.
