It is hard to answer : I like them both.

McCulloch is a great member of the rogues gang and both Morrison and Johns made him an interesting character.

Nevertheless, I think that Sam Scudder is much more an archenemy for Barry Allen than McCulloch.

So I liked McCullloch when Wally West was the Flash but I think that Scudder should come back to fight Barry Allen.
