Some of my earlier theories about ZOOM involved the Rival aka the RF of Earth 2, nemesis of Jay Garrick. The Rival wore a similar costume with a darker color scheme then Jay's.

Now go back and look at Fake Jay/Hunter's costume as "Flash"......looks definitely like the RIVAL's dark color tones doesn't it? $\:\)$
