Already posted this on the Cap board...

In the final panel of Cap being taken away on the gurney from the shooting scene, his right hand still has the loose handcuff attached.

On the last page, with the shrouded corpse staring at us from the gurney, we move in progressively, into extreme close-up on his right hand. I wondered about this...mere "cinematic" frame selection? But I give this creative team more credit.

There's no handcuff.

So who -- or what's -- the corpse?

All right. A doctor or nurse might have removed it. Though they didn't take off his gauntlets, or any of the rest of his costume. Might be a simple continuity oversight.

Or there's something else going on here.
