The Cyclone seen in CIVIL WAR: WAR CRIMES #1, with Hammerhead's group, wore the original costume. Was this an art error? Or something else? Considering the time of this publication, I think this Cyclone is the same one seen in CAPTAIN MARVEL #1....a Skrull infiltrator. Makes sense that the Skrulls would want a foothold in the criminal underworld, so maybe the Skrulls sent Cyclone/Skrull to check things out. This would explain why the Cyclone seen in WAR CRIMES wore the costume of the original, rather than that of the Masters of Evil/Thunderbolts Cyclone. \:\-\)

Keep in mind, there's been at least one other appearance of a Cyclone wearing that outfit since the original's death - a Marvel Comics Presents issue (I forget the issue number) that featured a bunch of villains at a Bar With No Name (including the Headmen, of whom Shrunken Bones made it on to the cover of the issue).

Yeah, I know about that, but he was explained away, and even died, in one of the Handbooks, so I'm thinking the Cyclone in WAR CRIMES is a Skrull (or at least would be a good explanation for seeing him there, anyway).
