Smallville has been floundering for ages now. Which is a damn shame as it really could have been sooooo good.
If Marvel could make a 'smallville-esque' show, what character(s) would be best.
Mutant X kinda sucked and so did the GenX pilot so I'd stay clear of a big mutant teams myself ....
Spidey could be done maybe, or maybe FF.
I thing Thor with a young Eric Masterson finding the hammer could be cool.

I would make it more mature, not a lot, but enough to be able to deal with real would issues, drugs, rape, gangs, etc. I would also only use "street level" Avengers, so that it could have a more grounded feel, as much as it possible can anyway. They would all be just out of college or at that age, 24/25.

Hawkeye-Main Character, he would just be starting out at his father's uncle's firm while being drawn into the vigilante biz.
Mockingbird-Love Interest, they dated during college but had a falling out, still "friend", with a deep connection.
Luke Cage-Best Friend with shady past, the everyman, and reason Clint goes "Hawkeye"!
Hellcat-Old, high school friend that lost touch, would be the more "Chole"-esque character. Hellstorm would show up as a jealous Ex.
Justice-Rivals in life, but allies in the streets, unaware of each other's identities.
White Tiger-Police woman with mystical senses and fighting ability that joins the vigilantes to keep them on the straight and narrow.
Triathlon-Young kid that is the comic foil, but annoys the older cast by crashing thier 'missions', and he'd be asian, to add some cultural diversity.

The thing that made "Smallville" so great was that it wasn't a superhero show. One of the original ideas behind the show was "no flights, no tights".

With that, you are really limited in terms of popular characters. It would have to someone that always had their powers, and the discovery that comes with them over time. A mutant character would be the obvious candidates. It's about a character having adventures before they become a superhero. So characters like Spider-Man wouldn't make that much sense here.

A show that focused on the pre-X-Men days of Professor X would be closest to the "Smallville" idea. He already has somewhat of a pre-existing support cast, like Moira McTaggert, or Cain Marko. Magneto would be another obvious candidate. You could also have existing characters meet up with Xavier in those days, like Mr. Sinister, Sebastian Shaw, or even Wolverine.

Instead of going the teenage drama route, have the main characters be in their 30s. Then you could have appearances by young versions of modern day mutants. Perhaps Professor X could scout out the mutants ahead of time before he recruits them, so we could see things like a 10 year old Nightcrawler.

Another option could be the teenage versions of the Fantastic Four. It has already been established that Reed was somewhat of an adventurer, and it wouldn't be that far of stretch to say that he might bring Ben or Sue on some of the trips. He already knew other characters like Doom long before he became an actual superhero. It wouldn't be that far of a stretch for him to investigate unnatural cases here either, such as a visit to Monster Island. This would probably be the best way to mimic the idea of "Smallville" as a TV show.

I'd make all the characters college age except for Hank:

The Cast:
Clint (Olympics in training archer)
Wanda (Mysterious mutant babe)
Pietro (Mutant speedster)
Hank Pym (Older professor/scientist similar to how he was portrayed in West Coast Avengers)
Jan (Young heiress and would-be adventurer)
Monica (Young-ish woman just out of the military with strange energy powers)
Victor (Human looking android with real emotions)
T'Challa (Exchange student and inventor extraordinary)

The Pitch:
Pym is associated with a university where the other cast members are students.
Jan has a crush on Hank which leads to her and her best friends Clint and T'challa hang out around his lab a lot.
Monica is newly discharged from the army after an accident that gives her powers that she can barely understand or control.
Victor is discovered attending the college but has no memories of how he was created or by whom.
Wanda and Pietro have natural born powers that they've tried to keep hidden for their whole lives; they've come to America to make a break from their past and to hide from controlling family members..

Despite their age differences Jan and Hank have an attraction which is difficult because Hank is more absorbed by his work than he is by romance. Wanda has a secret crush on the mysterious Victor which drives Pietro crazy. Clint has a crush on Wanda but is easily distracted by other interests (Bobbi, Natasha, etc.) Monica and T'challa have an attraction that is complicated by both Monica's and T'challa's patriotism to their respected countries.

Episode One:
Newly discharged from Iraq, Monica has enrolled in the University as a way of meeting Professor Hank Pym, who she hopes will be able to help her gain control of the strange powers she's been exhibiting since her "accident". But Dr. Pym and his star student T'challa are helpless when Monica's on the verge of exploding until a chance encounter with the mysterious mutant Wanda helps get things under control. Meanwhile Jan and Clint are intrigued by Victor another new student who seems to have many secrets.

I like the idea of seeing the marvel characters develop at a time before they were superheroes but I don't think I'd do it exactly the same as Smallville. I imagine more of an X-Files or Incredible Hulk tv show vibe with a new adventure in a new location every episode. We start with a freshly thawed out Captain America. The focus and star of the show. He wakes in a world where there are no superheroes. Time has seemed to pass him by but SHIELD has other ideas. Taking away his Shield and cowl Steve Rogers and given a suit and tie he's paired with Carol Danvers fresh out of Air Force Intelligence. Together they investigate the mysteries and crimes of a seemingly growing metahuman community and the supernatural.

Every week a new adventure and a new character. After a deadly hurricane that's flooded much of New Orleans Coast Guard Captain Monica Rambeau reports that the sunken city has been invaded by water men. It's up to Steve and Carol to stop a pre-Namor Atlantean Invasion. Also featuring Admiral Peter Noble (formerly the Fin.)

Carol and Steve race to the scene after receiving an SOS from Carol's old friend and fellow Flyboy Ben Grimm. He and Scientist Reed Richards have stumbled onto a tomb made up of other stolen tombs from different archaelogical sites and museums. The greatest treasure the world has ever known. Little do any of them know this is where the Saint of Thieves is burried and his Crypt is Protected by The Thieves Guild. Can they survive the attack of Jean-Luc Lebeau.

There's a new cat burglar in town and she seems to be leaving an unusual calling card, streaks of unforecasted lightning. Will Steve and Carol be able to solve this mystery. Ororo Munroe must faces hard choices as to who she is and what she's becoming.

New York City is becoming a very dangerous place as a gangwar errupts. Many men compete with guns and drugs to become the Kingpin of Crime. Is the cure worse than the disease though. Officer Frank Castle of the NYPD fights to keep his neighborhood sane and beloved family safe. A local neighborhood watch with a mysterious benefactor has just hired mercenary Marc Spector as their own personal vigilante.

The Rocky Mountains are being infested by Giant Ants. Steve and Carol team up with scientist Hank Pym to keep his science from going horribly wrong.

Something is amiss in the heart of America. Someone is stirring up anti-immigrant sentiment and aiming it at a travelling circus. Two stars Wanda and Pietro Maximoff are having so much trouble Circus strong woman and stunt rider Sharon Ventura turned bodyguard will have a hard time protecting them without their big secret getting out. Could rival circus promoter Maynard Tiboldt have something to do with it.

Of course this all leads up to Steve putting on the costume again and starting a new team of Avengers for the new era down the road.

I came up with a similar idea over on the Avengers Messageboard and it was marvel counterparts to Smallville's Justice League from the episode "Justice"

My idea was about Peter Parker after the bite as his powers slowly come in one at a time, much like in Smallville.
The first season would be about Peter discovering his powers and would end with Uncle Ben getting shot, due to a crook Peter could of stopped but didn't earlier in the series, we wouldn't find out if Ben survived or not until the next season premier. You might think the answer would be obvious, but me being me.... I might keep Uncle Ben around, I'll get around to writing it one day hopefully, so if I do... I'll let you guys know.

Below are the characters who would appear in the "justice" style episode which I'd call "Assemble"

Captain America - Steven Rogers III (Grandson of the original)
Vison (A human looking android Peter helps escape from Oscorp)
Hawkeye - Clint Barton (A former pick pocket/hustler who Pete helped go straight)
Webhead - Peter Parker (he didn't get to pick his code name, smallville reference)
Quicksilver - Peitro Maximoff (A mutant speedster who was searching for his sister whilst running from their father)

Also I'd have Gwen Stacy as their Chloe Sullivan/"Watchtower" character.

(I previously had Iron Man in the second slot, but I think Vision fits better)
