When was this top secret government facility that appeared a lot in the Marvel titles of the 70s, 80s,and 90s last seen? Is it still operating? Do they still stock super-villains in it?

It was also just in Amaz Spider-Man (a few months ago) -- a bunch of nameless, faceless died. City of Heroes is BACK!
