Towards the end of it's run, are the numbers in this order, from bottom to top?:

19.1
18.1

17.1

16.1
16

I tried working through marvel.fandom.com, and this was all I could find, and was confusing about what order they were all in there.

Yes.

Note that #16.1-20.1 was a standalone story called "Spiral" (by Gerry Conway) and nothing that directly tied into #16-18 (by Slott). I guess marketing felt that "Amazing Spider-Man #16.1" would sell better than "Spider-Man: Spiral #1".
