During Invasion Carr gained the power of teleportation, but later lost it, though what if he regained those powers thru perhaps technology which also enhanced them enough to teleport a bunch of people away from danger, while using the tech from other heroes, and perhaps villians, to give him other powers like maybe....

The Atom (White Dwarf Star belt for shrinking)
Starman (Cosmic Rod tech for flying and energy blasts)
Stargirl (Cosmic Converter belt tech for enhanced strength, speed, and endurance)

Gold Booster maybe? (The force field tech)
I think there might be a character that had a mobile teleportation device that could be held by hand in case it is car, but doesn't have his powers back.
