What sector of galaxy was Krypton a part of, and who was the GL assigned to it? Has this ever been brought up, and did the Guardians make any effort at all to save the planet?

They did. When they realized the planet was unstable, they dispatched Tomar-Re to save it. (Evacuation was not an option due to different reasons pre-Crisis and post-Crisis, though the rest of the story is the same.) Tomar-Re worked hard to gather together a large amount of the rare element stellarium, which he planned to use to stabilize the planet. While transporting the stellarium to Krypton, he was blinded by a (yellow) solar flare. Despite being blind and exhausted, he gathered together as much of the stellarium as he could and continued his journey. As he was nearing Krypton, his vision begane to clear, but the first thing he saw was Krypton exploding.

As far as I know, the story is considered cannonical post-Crisis with the exception of the space arc bit being replaced by the Kryptonians being bonded to the planet and thus unable to leave.
