I don´t think so.

Iron Man is trying to AVOID an arms race. Civil War was about CONTAINMENT, not escalation. In fact, the man has been about disarmement for years now. He is all-too-aware of the power of the armor he himself wears, and of the destruction just one person with too much power could cause. That is also what the Initiative is for: checks and balances. One person with the power of a god would mean the end of the world. TWO people with such power, however... might not.
Tony might create a police state, but he would not start a war. He went one-on-one with King Thor to stop a war, for pete´s sakes.

On a different note: as massive as the Hulkbuster-like armor of Weapon-X-Iron Man was, that Tony Stark was a scrawny little guy. Our Tony is fairly buff.

He might want to contain and regulate superheroes, but the SHRA virtually puts every registered and trained hero at the beck and call of the government and its various known and secret agencies- black ops, wetwork and deniable actions included.

Every registered hero is now essentially a Thunderbolt without a criminal record.
