He would join the side of democracy. The New Avengers are elitists who consider themselves superior to the average American voter. Clint would never side with elitism. He's too grounded and in touch with the common man for that. He would join the democracy side, which is to say the Mighty Avengers.

The Mandarin: your friendly neighborhood evil mad scientist kung fu grandmaster with all the power of a horde of dragons at his fingertips!

How is a state-sponsored superhuman training program not elitist? Here you have ordinary people and hundreds of supers who are receiving instructions on how to effectively and potentially rule as overlords over everyone else.

The New Avengers are what heroes used to be- volunteers who had to learn all the lessons the realistic and hard way. People who withdraw to real life when needed and for the most part are suffering from what everyone else is. Those are heroes, perhaps not law enforcers but still heroes doing the right thing. That's Hawkeye's bag- he volunteered to lead the Thunderbolts of all people and did it very well simply because he felt that they were trying to do right. Hawkeye has never been good with the government- the first thing he did after leaving the Bolts was to play a prank on Val Cooper and Gyrich.
