here's my thought, and I've had a lot on the SHRA, how neccesary was it? By which, I mean, what if, instead of creating a law against using powers, actual laws that are on the books were actually enforced. If superheros did something illegal, hold them acountable. It seems like a lot of the justification for the law came from doing dangerous things that were either illegal already or close to it, while a person, such as Cloud ( who wants to go for a cruise in the scky would not have been breaking the law. How much of what "super hero's" already do is illegal to begin with, wihout any act, if certain laws were just upheld?

Because there is still the measure of accountabilty that can't be enforced unless you know who is behind the mask. I can accidentally blow up a city block, but if no one knows who I am or even that I have powers who's to know it was me once I go home and just take my mask off. Its that level of unaccountability that makes the act necessary.
