kind of. He is using a Kang armor as a new body (IronLad), he has all of the programming from the original Vision but he has none of the experience or memory (emotional memory at least) from the previous one. And if I remember rigth, it was said that while the original Vision 'brainwaves' were based on Simon Williams, this new Vision's are based on the young Kang. So, in a lot of ways its like him being a whole new person.
