Let me rephrase:
.."while the original Vision 'brainwaves' (from when he had brainwaves, just before being turn into pieces and deleted his original programing by the US goverment because of his ability to interact with all of the whole computers and being consider a threat to the national security, and later turning into a pale white version without any personality *rhe* ) were based on Simon Williams

#1 - In Vision's 2nd appearance ever, Goliath leaps to the conclusion that Ultron-5 used Wonder Man's brain-patterns in his creation, since his recording of them has gone missing. Everyone accepts it as fact. Ultron himself never actually confirms it until 1999(!)

#2 - Vision himself confirms that having the brain-patterns of the Worst Character Ever doesn't make him the same person, and is his own individual. Wonder Man eventually returns, and exhibits a most un-Vision personality. Naturally, this leads some of the Avengers, and Wonder Man's mother, to claim the two are similar. The two came to consider themselves brothers.

#3 - An international conspiracy dismantles Vision and erases his mind. Hank Pym rebuilds him without skin-pigmentation/ears/man-parts, no personality, and memories entirely pieced-together from Avengers case-files. Black Panther apparently can't tell the difference between this and the way Vision was.

Pym theorises that taking a new copy of Wonder Man's brain-patterns could restore Vision, but he refuses to let them be copied, suddenly being too filled with unholy lust for his sister-in-law to lift a finger to help his brother. He and Wasp now both regard Vision as never having been anything but a copy of Wonder Man. An entire generation of readers brought in by Byrne follow in their cretin footsteps and believe it as well, and the idiocy eventually affects the rest of the team. By the time the Witch's collapse into a catatonic state guilt-trips Wonder Man into changing his mind, the AlbinoVision has been up and walking around for long enough to decide he wants to stay as he is, and states that it wouldn't have restored who he used to be anyway.

#4 - Vision starts experiencing freeze-ups, and undergoing examination by a robotics expert, learns that human brain-patterns were not to give him that person's personality, but were, for reasons known only to Ultron, an essential part of his operating system, and without any, he's doomed. Given the brain-patterns of dead cop Alex Lipton, he's back in action.

#5 - Vision starts having memory-flashbacks of his twins, something he couldn't remember from case-files, and starts to comprehend all he has lost.

#6 - The Gatherers capture Vision, and so they can have their own extra-dimensional counterpart infiltrate the Avengers, they perform a body-swap operation. The Avengers rescue Vision, who subsequently starts slowly experiencing emotion again. Pym finally figures out that Ultron built him with "backups to his backups", with the implication that his severe physical traumas delayed his memory and personality returning.

#7 - The Gatherer 'AntiVision', his albino body trashed by Proctor, attempts to erase Vision's mind and reclaim his body. His plan backfires, resulting in Vision's original personality and the Alex Lipton one merging into a 'new' Vision. After a journey of 'self-discovery', he returns, back to normal.

#8 - Vision is 'reborn' in the Heroes Reborn world as a personality-deprived android, and spends most of the time deactivated by Kang.

#9 - Vision returns, back to normal, despite feigning a lack of personality to sabotage any chance of saving his marriage, and drive his wife into the arms of the Worst Character Ever through the power of Really Bad Comics.

#10 - Ultron flat-out states that while the two may have had a similar starting point, Vision and Wonder Man are different people, with different brain-patterns.

#11 - Vision is one of the first victims of the Scarlet Witch's breakdown, and his body is torn in half by She-Hulk. The Avengers pack his remains in a crate, leave it in a Stark warehouse, and forget about him.

#13 - KangBoy flees from the future, seeking the Avengers help to fight his adult self. With the team disbanded, he seeks out the Vision's remains, downloading his operating-systems into his armor, which subsequently gains sentience as Vision-Boy, who has repeatedly stated that he is not the original Vision, but does seem to have all his memories, along with KangBoy's brain-patterns.
