I've been reading Doc's first essential (awesome, BTW) and I noticed that Strange's spells are invocations, calling on the powers of Agamotto, Cyttorak, and... Dormammu (at least initially). We know these entities are real other-dimensional beings, with personalities and agenda's all their own.

So, the powers-that-be don't have do this out of the goodness of their hearts. It would be very easy to retcon that Strange spends alot of his time paying mystical debts these spells incur, playing the major powers off of eachother, and that the more powerful the spell the higher the cost in influence, time, and trans-dimensional social capitol.
