Wiccan was never there to be a Thor representative. They immitated old school Avengers to get the attention of the real Avengers. Thor Girl doesn't have any relationship with the characters, a dynamic that evolved naturally. Thor Girl COULD fit in, but to suggest she join simply to be a Thor stand-in would be bad and in principle seems to undermine allowing Thor Girl to become her own character. Thats just my opinion though.
