She had access and info to the prison and she mentioned that she took the job with Shield for the paycheck. She had the means and something to gain.

For some reason, I'm thinking it's going to be Echo, likely because of the cover to #31, but that wouldn't be a shocker, so it's gotta be one of the others. I hate to say this, but it very well could be Spider-Woman. I hope not.
