Cap dying is a Marvel Universe big affecting event, launching a mini dedicated to it (Fallen Son) and getting re-actions in books such as New Avengers and even Punisher: War Journal. Hawkeye coming back is pretty much contained within the Avengers titles. So while Brubaker may have known about it, he didn't "have to" know, especially since his run on Cap has pretty much kept Avengers crossovers and major guest appearances to a minimum.
Also, remember, books can get delayed for any number of reason beyond the artist and writer's control. Shipping, pressing, gas prices and any number of reasons. If this issue came out earlier than NA #30, then it would've spoiled it.
Now if these issues were scheduled 2-3 months apart, then that's understandable. But because they were so closely together release wise, it was good that Brubaker didn't have Ronin take off his mask.
