It's likely that Ed Brubaker simply wasn't aware of Ronin's identity when he wrote the issue.

Yes, the funeral was off-panel. I think it's supposed to be shown in Fallen Son #5, though.

Also remember that Clint had a whole issue of Fallen Son dedicated to him and his reaction to Cap's death. I don't think it was that big of a deal that he didn't get any dialogue into Cap 26. Maybe they'll touch on his reaction even more so now that we know who he is in NA
