I guess he symbolizes the evil of the Initiative. I mean "teach kids to save lives and Take lives?".

Does Stark approve of this? Yeah , Stark is starting to become a real SOB. Violated Spidey's powers via Iron Spidey armor.

I hope the Civil War sequel would expose the evils of the Initiative.
