Because some of these guys like being their own boss, so the every idea of taking orders would be offensive. Wizard never worked for Kingpin or anyone else, why would he work for the Hood?

***Sometimes you gotta do what you don't like in order to get things done. I love being my own boss but you know what. I go to work everyday and listen to what my boss says because I got bills to pay.

***Kingpin never made him a good offer, Kingpin never showed him what he is capable of and Kingpin almost never employed people of the super-villain crowd.

***Maybe, but impatience, for characterization for such a big group of villains, that doesn't even have their own monthly, and have been in all of maybe 5-6 issues maximum wont make it happen any faster son.
