My suggestion would be:
We've had a TON of "young" hero teams recently in the Marvel Universe, with them usually not being able to sustain an ongoing for very long. Plenty of them have been worth keeping around though.
So what if we combined all those teams into one book, with them training at the Avengers Academy? They'd be rivals mostly, but could team up when big threats come around. Some could be "good". Some could be on the verge of being "bad".
Fans of each group might buy it, though they could possibly be disappointed when their favorite doesn't get enough focus. One way around that would be to have your main characters be the leaders of each team, who then are in a leadership class together. But then, any particular issue could give spotlight to an individual team and all the members when they have a mission.
Possible teams to include:
The current Avengers Academy kids.
The Komodo/Trauma/ThorGirl wave of Initiative cadets.
The Geiger/Crusader/Melee class.
The Butterball/Batwing/GorillaGirl team.
Secret Warriors (Hickman created a few squads other than the main one too)
Young Masters? Too evil?
Young Allies? I don't see the appeal of Arana or Nomad, but I suppose the Young Allies should fall into this scenario. Firestar definitely doesn't fit with them though. If anything, she's an instructor.
Then I'd also use some of the newly created or obscure, largely unexplored characters that were spread throughout the Initiative state teams. And some of the "potential recruts" that never made it in. You'd have to stick to unestablished younger heroes.
