It is in-continuity and before Avengers vs X-Men according to Tom Brevoort). In fact, Brevoort has pretty much refused to answer continuity questions about the series but has made an exception in this specific case because Marvel's hyping the "change" caused by AvX. Here's a quote from EiC Axel Alonso in that regard...

"Alonso: We have some moves planned. The Marvel Universe is changed by AvX. It is not a reboot or a retcon. It is the Marvel Universe that you grew up in. But this story in many ways sort of serves as an endcap to a decade's worth of stories that we've been telling, and I think it begins a great first chapter for the next decade's worth of stories we're going to tell"

But again Avengers Assemble is very nebulous. Tom Brevoort was specifically asked when it took place and this was the conversation...

Question: does avengers assemble take place after hulk vs banner, stay angry, ...well, when does this take place? lost.

Brevoort: AVENGERS ASSEMBLE takes place "now."

Question: thanks for the response, Tom. if avengers assemble takes place now, does hulk vs. banner and stay angry take place in the past? sorry for yet another question!

Brevoort: As usual, the best time to figure out the sequence of events is after all of the involved storylines are completed. I'm certainly not going to tell you more, as I don't want to kill any potential suspense in either book.
