Havok led X-Factor while it was a government team. He's used to being the "public face" of mutants, and understands the politics better than mutants who have never travelled outside of the "X-ghetto".

The government X-Factor team was often potrayed as being in conflict with its role of mutant 'poster boys' and were accused of being government stoogies half the time by other mutants and spent the other half of the time refusing to follow orders. This team was symbolised by conflict, which was what made the title quite interesting, but Havoks time as leader doesnt really qualify him as a representatve for either humans or mutants let alone both - thats without taking into account hs periods of mental illness, brainwashing or the times he switched sides.
