To answer your question with speculation (I don't read Bendis titles anymore), since this issue supposedly deals with the Illuminati, I'm guessing Cap calls Xavier (they are two of the six current members of the Illuminati). Xavier is currently working to rehabilitate his phenomenally powerful son Legion - and either or them should be more powerful than Emma and Rachel combined.
