Rapists and characters we've seen kill for the joy of killing just can't be redeemed without the writer completely ignoring the character's past or retconning.

I'm not sure that I'd word it as killing for the joy of killing.In Whirlwind's case,he paid a prostitute to dress up as Jan and then killed her. That's the kind of character that's difficult to redeem. Similarly, in Emma Frost's case, she killed three men in her first appearance for failing to capture the X-Men even though the Club captured them five minutes later. And in Frenzy's case, she killed Sharon Friedlander out of pure racism. All of these murders are different from killing an enemy or a murder for hire- they're the kind of murders that make a villain impossible to redeem.
Frenzy tried to kill a mutant kid simply for being autistic and thus not superior enough (or was it Down's?).
