    I recall when she was first introduced in the Secret War mini, it was mentioned that she had this top level of clearance that was unusual for someone so young.

Although she has a bit more experience (not much), Hill was undeservedly promoted, as well. She had like one good mission and the evil PTB promoted her to replace Fury.

There is that. But her subsequent track record has been better than Hill's, imo. Hill mostly has a long string of failures.
