Scarlet Witch killed hundreds of people. Her actions effected the whole world. And Scott didn't volunteer to become the Phoenix. He thought it should go to Hope until the Avngers intervened and he became the Phoenix Host by accident. Everything that happened after that was out of his control.

Wanda was responsible for a lot of deaths as a result of M-Day.

Issue is, no one in the government will care enough, as she was basically doing them a favor by eliminating 98% \(\?\) of the mutant threat.

Scott, on the other hand, is going to be viewed as responsible for bringing back mutants, or bringing back the mutant threat, regardless of who actually did it. Perhaps being the fall guy in this case works.

Chances are, this falls into Scott's master plan, which we won't even know he has until it comes time for that plan to be executed.
