He sent Thor for the reason, that he was his best warrior and he pretty much knew that negotiations would go south fast. Where it was to kill or just take out of commission is debatable. Because Cap was in "War Mode". Cap knew that he is war again similar to the one he has fought in the 40's. While as a Hero you very rarely see Cap kill. But in war the "rules" are different. Although in Galactic Storm Cap did have issues with killing the Kree Supreme Intelligence during a war.


the Supreme intelligence is a fish in a glass bowl. the builders are active warring participants. I agree with war mode. A world war 2 veteran should have no compunctions killing in a war
