I've seen nothing in the book that remotely implies Vision is emotionless. His love of his family, his irritation at Virginia's constant questions, his anger at the principal who wanted to suspend Vin, his threatening to kill Tony if Tony stopped him from saving Viv. He isn't on any sort of downward spiral yet.

I don't think he would even attempt creating a family if he was making a point to be emotionless. He's exploring the emotions that come with having a family that is just like him (instead of a humanoid wife and two demon children).

Apparently he's used someone's mind for Virginia's template and the combination of his and Virginia's programming has created Viv and Vin's programming. He's not trying to create a family without emotions...he wants the whole family experience.
