It was part of a nonsense conclusion to a senseless Event.

Just finished the un-Pleasantly drawn book so that may be impulsively harsh. Still deciding whether to PBP notate it or not.

Yeah, outside of some nice art from Jesus Saiz, it was ok, nothing great, I don't understand the Thunderbolt getting back, it could have been easier having the Red Skull influence the decision, just to cause chaos. Saying its a new Government program. Replacing the Avengers Initiative that was never explained why that was ended.

Hopefully the past few weeks Winter Soldier has been looking for Zemo. Which should prove interesting since most seem to be loyal to him.

At least there is an understanding between the Unity and the All New All Different teams.

Will Rick Jones get official status now? He did blow the lid on the Pleasant Hill and still don't know why he contacted Avengers (A.I.M.)

Perhaps by the end of the Civil War the New and A-Force will officially be brought under the Avengers umbrella as official teams.
