I don't think this is quite the error people think it is.

Wendell's body was destroyed in Annihilation. The bands passed to Mar-Vell's retcon of a daughter Phyla. When Phyla was seemingly killed by Mentor (much later she was killed for real by Thanos but that's not important) she was sent to Oblivion's realm where she encountered Maelstrom who stole the bands (again...he also did that in Quasar's series) and Wendell who had been resurrected but only in an energy form (he came back to life because he sensed Phyla's supposed death). They got the bands back from Maelstrom at which point Quasar came back as energy via Project Pegasus when a powerless and dying Nova unleashed Quasar's energy form from the thingamabob that was containing him at that point Wendell gave the bands to Richard. When Richard defeated Ego and got his Nova powers back he gave the bands back to Wendell.

My point is that once Annihilius destroyed Wendell's body I don't think that rule applied to Wendell anymore. His body had been destroyed so the rule was no longer binding and the rule didn't apply to Phyla because she was in Oblivion's realm. It probably should have applied to Rich but his molecules were breaking apart anyways because of losing the Nova powers so maybe it was easier for him to disentangle from the Quantum Bands.
