Steve has a history of going against the government.

And to be frank, former military are not more law abiding. Civil War was not a law-and-order thing, so it's kind of not relevant anyway.

But I do agree with you about Tony. However, he really kind of ethically agreed with the government because he predicted a nightmare without the law. Actually, the side opposed to the SHRA should have been so huge the government would have been scared to act.
