She's not powerful enough to rate higher, she is a loyal, experienced member however who is one of the 'core' members of the team.

I remember when Iron Man and Thor got taken down (I think) and it was her and Hawkeye as last men standing vs the Collector and she went down swinging, saying he would know what it meant to fight Avengers.
