The math comes from indoctrination at a school with a grading system as such:
A: 96-100
B: 90-95
C: 80-89
D: 70-79
F: below 70

I base that on the fact of who and when there was a chairperson at 10/100, correct?
And who would we set the benchmark as? Cap probably?
Do they lose point for shortcomings? Mistakes? Bad writing when they were Chairs?
I put Janet at 97, Cap at his best 100. Hawkeye (West Coast included? Thunderbolts?) 96. Ironman 90 (maybe lower depending on the plot/storyline). Dr. Druid - 0, zero......a big goose egg.
