She was created before she was paired with Hawkeye. She used to be a Ka Zar supporting character (and love interest) before she became Mockingbird. But I guess by the time she became Mockingbird the intent probably was make her Black Canary. But Bobbi wasn't created to be Hawkeye's appendage.
