It is sort of easy to infer Carol was the oldest from Ms. Marvel #19, but not necessarily. She was 17 when we see that argument between her and her dad. When he says only Steve will go to college, it really doesn't have any bearing on their relative ages.

To me Carol's clearly shown to be taller. But two situations are possible.

1. Steve is younger than Carol. Steve was close in age to Carol. Steve was still in High School. Their father wanted Steve to go to college after high school. When he got old enough he joined the military instead.

2. Steve is older than Carol and was already 18 or 19 (if Carol is close to 18 an older brother would presumably be closer to 19). Steve still lived at home. He had graduated high school but hadn't started college yet. He joined the military before Carol (not alluded to in the issue).

Option one just makes more sense and seems neater.

Reverend Meteor (so with Carol and Steve out of the way did Joe Jr. get the money for college or did his parents just think he was too dim for college)
