This seemed off, so I started going through my back issues of Robin to find indicators of Tim's age. In #116 we see Tim's sixteenth birthday is in July, the summer before his life kinda went to hell. Now OYL, when Tim is looking for the Joker's nuke it's stated that the story is set in August. Meaning that Tim turned seventeen just prior to his year long sabbatical, making him eighteen now.

Well, you can find evidence in comics to support any age you want him to be...
Way I look at it, current continuity places Tim at 17. I place Dick and the rest of the original Titans in their mid 20's. I'd place Jason a few years behind Dick, so about 20-22.
